At-will, std, touch; touched magic item becomes dormant for 1 minute if you pass a Con save against it, but you suffer damage. This grants Vitae.
At Rank 2, if you pass the save, you take no damage.
At Rank 3, you can use this ability:
- At-will, std, touch; touched creature loses the ability to use one power of your choice on a failed Charisma save, only regained with a short rest. You must know they possess the power in question.
At Rank 4, if you pass the save, you gain temporary Vitae.
At Rank 5, you can permanently destroy magic items with this power.
