At-will, std; you name a Boon and a Price to any creature that can hear and understand you (see Contract for what Boons and Prices may be). The target must accept freely — this is not a charm, and that limit is the balance. What you can do is make refusal stupid: make a Charisma check against their Wisdom save, with advantage-scale bonuses for how badly they're losing, how wounded or cornered they are, and how greedy, proud, or desperate they already were. You may spend soul shards to sweeten the offer, adding +1 to the check per shard.
On acceptance, the contract enters your Ledger, the Boon takes effect, and the Debt is set. The terms you speak must be literally true. They need not be complete.
