Irresistible Dance

At-will, std, ranged, circle 1/rank, concentration; your music compels everybody in the area to dance (Wis ends). Dancing creatures can take no actions but a capering half-move, suffer -2 to Armor Defense, and drop what requires two hands to hold. Creatures that cannot hear the music are immune.

You may exempt a number of allies equal to your rank; everyone else — friend or foe — dances.
