At-will, std, ranged; you need not be a party to profit. When two creatures strike a deal in your presence, you may witness and bind it as a formal contract: both sides' terms enter your Ledger as a single contract, enforced as if you had written it (see Contract). Both parties must consent to the binding — though most consider a supernaturally enforced deal a feature when it's the other side they don't trust.

You take a cut of the Debt from both parties: when either side pays or breaches, you collect 1 shard per rank of the contract from each.
