At-will, std, ranged; chains erupt from portals around a target and wrap it tight. The target is restrained (Str or Dex ends). While restrained, the target cannot move, and attacks against it gain advantage. The chains have hardness 5 per rank and HP equal to a medium damage roll; destroying them frees the target.
