Crystallize

At-will, std, ranged, expends 1 Focus, concentration; you encase a target within range in a thick layer of crystal. The target is unable to take physical actions (Str mitigates; can move at half speed and take physical actions with disadvantage). As long as you concentrate, the effect persists. On the 2nd round, if the target did not mitigate the effect last round, you can expend 1 more Focus to cause the target to become fully crystallized, becoming petrified (Con mitigates to being unable to take physical actions). On the 3rd round or later, you can expend 1 more Focus to make a crystallized target permanently crystal, ending the need for concentration.
