At-will, standard, ranged; subject suffers heavy necrotic damage (Con half). On a failed save, you gain 1 Water energy per rank; on a successful save, you gain half that (rounded down).

Instead of water energy, you can produce pure water based on the subject's size (reduce by one effective size category if the save is passed):

If you concentrate, you can immediately exercise control over this water as if you had used Water Bending on it. You still must spend a standard action to cause any effects, but it remains under your control until you do so, or until you stop concentrating, just like the water would behave between each turn while concentrating on Water Bending. If you don't exercise this option, the water behaves according to physics, quickly splashing to the ground and flowing downhill.

If cast upon a corpse that wasn't already significantly dessicated, or if the damage slays the creature, increase the water gained by one size category, or gain +1 water energy.

When used on a creature who survives but fails their save, they gain Vulnerability fire for 1 round. When used on a creature who dies from the damage, or upon a corpse, their body becomes extremely flammable; any fire damage will ignite their body, and if not put out, the fire will consume the body in 10 minutes (if medium; adjust up/down based on size), leaving behind only ashes and bone fragments.
