At-will, swift, emanation 5, concentration; you control the direction and intensity of wind in the area. As a free action, you can choose one of the following effects:
- Linear wind: Choose a direction. The wind blows in that direction constantly. Moving against the wind costs double movement, and upwind and crosswind ranged attacks have disadvantage.
- Radial wind: The wind blows outward or inward from you. The effects of the wind are the same as linear.
- Cyclone: The wind swirls around you in a cyclone, either clockwise or counterclockwise (your choice).
- Calm: cancels any prevailing winds, leaving the area calm.

Wind intensity increases, so that moving even at half speed requires a Strength check. Downwind ranged attacks inflict +50% damage.

Emanation size increases to 10.
Rank 4
Wind intensity increases, so that even standing still requires a Strength check; on failure, subject is pushed 3 squares and knocked prone. Also, ranged attacks upwind or crosswind are impossible.

Emanation size increases to 20.
